3 week baby boy circumcision question ?

His curcumsision looks swollen. I keep everything real clean. His dr said it was completely healed and looked fine a week ago. I just noticed it today. He doesnt have a rash or anything. Just were it was cut it looks a little puffy and more red in color. Iis there anything i can do. I dont want it to get sore. My first baby
